Ripping me off second time!

I just made an attempt to make an in-app purchase, and it asked me for my card details, and only after providing it let me make a purchase. When I got back to the game, I didnt have my purchase, and when I tried to repeat it it took me through the process of purchasing all over again.
That happened to me before, and I was billed for every purchase, but I didnt get what I was billed for.
I understand once could be a glitch, but this makes me feel like a sucker. And when a game makes you feel like that you stop playing (and purchasing), because you want to feel like a winner.
